His name is Russell, and he can be found located in the Kmart Mall near the Everage Street Entry (down the corridor between Evita Jewellery and What's a Name Embroidery from inside the centre).
How it works?
Pick up your packages at a secure, self-service locker. A notification will be sent to you when your package is ready for pickup.
